The following conditions should be met:

(1) It should be legally established and have no serious records of illegal or dishonest conduct.

(2) The position for employing foreign nationals should have special needs and a temporary lack of suitable domestic candidates. It should also comply with relevant national regulations for job positions (after the release of the Negative List for Foreigners Working in Hainan, the position should not be within the scope of the Negative List or, if it falls within the restricted category, it should be included in the total quota).

(3) The wages or salaries paid to the employed foreign nationals should not be lower than the local minimum wage standard.

(4) If industry regulatory authorities require pre-approval according to laws and regulations, the necessary approvals must be obtained.
