Hainan's Zero Carbon Island Initiative for Sustainable Growth

Hainan Province is launching a "Zero Carbon Island" initiative to align with China’s national "dual carbon" goals, which target peak carbon emissions by 2030 and carbon neutrality by 2060. The project will overhaul the province’s energy systems, prioritize zero-carbon energy, and integrate technological innovations to balance economic growth with ecological sustainability. Hainan plans to reshape industrial sectors, develop low-energy infrastructure, and better utilize both land and marine resources to support this ambitious initiative, setting a model for a development path in harmony with nature.

The "Zero Carbon Island" initiative will focus on greening energy systems by reducing energy demands, enhancing efficiency, and expanding zero-carbon energy sources. The project will include new platforms for digital management and innovative industrial practices to support decarbonization.

The initiative aims to position Hainan as a model for low-carbon development, leveraging its renewable energy resources and existing infrastructure such as the Changjiang Nuclear Power Plant.

Additionally, the initiative will restructure Hainan's industrial, agricultural, and service sectors to align with zero-carbon goals, fostering new economic growth points. Infrastructure development will also prioritize low energy consumer behaviour and zero-carbon energy, reshaping the island province’s urban and rural systems.

Hainan will also integrate land and sea resources, explore blue and green carbon potential, and create a smart management network to support the "Zero Carbon Island" initiative. A supporting policy framework will also be established to encourage broad participation and ensure the project’s success.
