Haikou International Mail Exchange Station Officially Operates

On June 27, four outbound mail items destined for Sydney were inspected and loaded onto trucks at the Haikou Customs Postal Inspection site at Haikou Port Customs. They were then transported to Haikou Meilan Airport's international cargo terminal for a direct flight to Sydney. These mail items are the first batch of international outbound mail following the upgrade of the Haikou International Mail Exchange Bureau to include exchange station functions. Their smooth customs clearance marks the official operation of the Haikou International Mail Exchange Bureau and Exchange Station.

On the afternoon of June 27, reporters visited the international mail workshop at the Haikou Postal District Center of China Post Group Corporation. Here, batches of international mail were being inspected by CT machines and packaged by staff. After packaging, these parcels are loaded onto postal transport vehicles and sealed by customs, indicating that all inspections have been completed and they can be directly loaded onto international flights to their destinations.

Workshop supervisor Li Shuwei explained that in the past, inbound and outbound mail from Haikou had to be sent to exchange bureaus in other cities like Guangzhou or Shanghai after packaging. Now, inbound and outbound mail from here no longer needs to detour and can be directly processed at the Haikou International Mail Exchange Bureau, achieving direct sealing and delivery of inbound and outbound mail in Haikou. "Mail passing through the exchange bureau can connect with 127 countries and regions worldwide, and it can improve the delivery efficiency of international mail by 1-2 days," said Li Shuwei.

International Mail Exchange Bureau and Exchange Station refers to facilities operated by postal enterprises to receive, open, and process international mail parcels from overseas postal authorities, or to exchange international mail with them. These facilities are supervised by local customs. With the formal operation of the Haikou International Mail Exchange Bureau and Exchange Station, the clearance efficiency of mail in the Hainan Free Trade Port is expected to be further enhanced, thereby effectively boosting the competitiveness of Hainan's cross-border logistics products.

According to Haikou Customs, to facilitate the start of operations at the Haikou International Mail Exchange Bureau and Exchange Station, a dedicated task force has been established to guide postal enterprises in standardizing the construction of operational sites and planning functional areas. The inspection of mail handling facilities has been successfully completed. At the same time, Haikou Customs is accelerating the national initiative with the construction of smart customs by deploying technologies such as intelligent checkpoints, video surveillance, and smart image recognition. These efforts aim to strengthen customs supervision, optimize customs clearance processes, improve efficiency, and support the enhancement and growth of international mail services in Hainan.
