In November last year, Haikou was successfully selected as one of the first batch of 15 pilot cities for the national comprehensive electrification of public service vehicles. With continuous policy reinforcement and improving industrial support, Haikou has focused on nurturing leading enterprises in the NEV industry and igniting a new engine for high-quality development. By the end of October, the city's registered NEVs reached 240,000, representing 62% of the province's total amount. The city's NEV promotion data is on the rise, making Haikou a hub of new energy trends. In the first ten months of this year, Haikou promoted 61,000 NEVs, which is 67% of the province's total; NEVs accounted for 56% of newly registered vehicles, with a penetration rate among the highest in the nation.
Promoting green travel, a trend is taking shape.
On the morning of November 5th, at a car dealership located on Haikou's Nanhai Dadao, Mr. Zhang decided to order the best-selling new energy vehicle after a test drive. According to the salesperson's estimation, with multiple car purchase policy subsidies, Mr. Zhang could receive over ten thousand yuan in subsidies for his new car purchase. "I've been following new energy vehicles for years. Now, with more and more charging piles in communities and shopping malls, and the subsidies are well in place, buying a car is very cost-effective," said Mr. Zhang.
Currently, as the number of NEVs and the ratio of charging piles to vehicles steadily increase, green travel has become a trend in Haikou. Successive policy packages have driven the continuous popularity of the NEV market. In the public transportation sector, green transportation is also heading towards a low-carbon and intelligent future.
In mid-October of this year, Haikou's first batch of smart micro-buses started trial operations, providing point-to-point, station-to-station "zero transfer" travel services for citizens and tourists. How efficient is the operation of micro-buses? A set of data is the most convincing: since the launch of the G51 micro-bus route, the average operating distance per trip is 28.1 kilometers, with an average time of 42.15 minutes, saving about 25 minutes compared to regular buses, and the operating efficiency has increased by about 37%.
Compared to traditional buses, what are the advantages of smart micro-buses? Reporters learned that micro-buses use low-carbon, environmentally friendly, and energy-saving pure electric or new energy small vehicles, empowered by algorithms to gather passengers traveling in the same direction and at the same time into one vehicle, efficiently matching transportation capacity and achieving intensive travel. Moreover, micro-buses can also promote the optimized use of resources by regular buses during off-peak periods, reduce vehicle idling rates, improve operating efficiency, and better meet the public's "last kilometer" travel needs.
An official from the Municipal Science, Industry and Information Bureau introduced that Haikou will accelerate the construction of the national pilot for the comprehensive electrification of vehicles in the public service sector, further improving the electrification level of vehicles in various segments; following the principle of being moderately ahead, it will accelerate the construction of public charging and battery swapping infrastructure, promote the transformation of new technologies and new models into mature business models and industrial ecosystems, and strive to contribute the "Haikou experience" to the comprehensive electrification of the public sector.
Booming production and sales, expanding and strengthening the industrial chain.
Developing new energy vehicles (NEVs) is an important means to achieve the "dual carbon" strategy and an effective way to realize the "early transition" of the automotive industry. The "Twenty Measures for Strengthening Industrial Economy in Haikou City" proposes that the automotive industry focus on pure electric vehicles, hydrogen energy vehicles, electric crossovers, and clean energy commercial vehicles, accelerating the industry's transition to the development of NEVs.
At the "New Energy, New Intelligence, New Future" technology exhibition held in September this year, Haima Automobile showcased its hydrogen fuel cell vehicle 7X-H, which "needs not gas or charging", bringing guests from around the world a green, convenient, and comfortable new travel experience. Reporters learned that the model is equipped with a fuel cell system developed based on the second-generation Toyota Mirai stack, featuring a 70MPa high-pressure hydrogen storage tank, with a driving range of 800 kilometers, and it only takes 3-5 minutes to fully refill hydrogen. Currently, the model has started demonstration operations in Haikou and has completed the first phase of the set targets. The second batch of demonstration operations, mainly in the scenario of car rental, is also progressing steadily.
"We will strive to achieve full-scenario demonstration operations by the end of the '14th Five-Year Plan', create a hydrogen fuel cell vehicle operation system for the entire island's transportation arteries, and help Haikou's transportation take the lead in entering the 'Hydrogen Era'," said a person in charge of Hainan Haima Automobile. Haima Automobile will continue to strengthen internal and external cooperation in the future, explore extensive cooperation with upstream offshore wind power, hydrogen production and refueling, and downstream hydrogen fuel cell vehicle usage partners. Relying on the policy advantages of Hainan Free Trade Port and its unique geographical advantages, it will contribute to the construction of a "Hydrogen Island" and the development of a "Hydrogen Economy" in Hainan.
From being born into the "new" to pursuing the "green," Haikou's NEV industry is entering a golden period of development. At the production base of Kandi Electric Vehicles (Hainan) Co., Ltd., located in the Haikou National High-tech Zone, electric golf carts assembled and rolled off the line are about to be exported to the US market. In the first three quarters of this year, the company exported nearly ten thousand electric golf carts, with overseas market share continuously reaching new heights. "Last year, we achieved a production value of 600 million yuan, achieving a growth of more than 40% year-on-year. This year, with the production and market launch of five new products, as well as the continuous development of Southeast Asia and the Middle East markets, we will strive to achieve an annual target of 800 million yuan," said Xiao Ye, the deputy general manager of the company, with full confidence.
Policy Support Creates the Best Development Environment
Green is the foundation of ecological Haikou's development. In recent years, Haikou has continuously enriched green travel and green transportation application scenarios, introduced supporting policies and implementation plans one after another, and made efforts to write a "green answer" in the field of transportation.
In the field of public transportation, traditional fuel vehicles have a high usage frequency, and their fuel consumption and pollution emissions account for a large proportion, which has become a recognized industry challenge both domestically and internationally. The Haikou Municipal Party Committee and the Municipal Government have established a special working group, established a departmental linkage mechanism, and introduced the "Haikou City Public Service Vehicle Full Electricization Pilot Implementation Plan" to vigorously promote the electrification endeavor, strive to promote transportation pollution reduction and carbon emission reduction through pilot construction, and promote the construction of a smart transportation system.
In addition, for sanitation vehicles, a policy of "dedicated charging piles first + supporting operational rewards" is adopted, focusing on vehicle charging needs, and taking measures of "improving fundamental support + reward and subsidy combination + promoting new types of charging and swapping technologies"... Under the guidance of policies, from January last year to June this year, Haikou has added and replaced 21,800 standard new energy vehicles in the public service sector, ahead of schedule completing the overall vehicle promotion target for the 2023-2025 pilot period. As of the end of June this year, the city has built a total of 20,800 public charging piles and dedicated charging piles, and has built 33 swapping stations.
On the consumer side, at the end of July, the Municipal Bureau of Commerce issued the "Haikou City 'Old Cars for New' Consumption Subsidy Implementation Plan"; at the same time, each district has also introduced preferential car purchase policies, stimulating market vitality through various forms such as issuing consumption coupon packages and direct car purchase subsidies. To date, the province, city, and district have jointly carried out car old for new subsidy activities, which have stimulated a total consumption of 2.8 billion yuan.
An official from the Municipal Science, Industry and Information Bureau stated that the next step, Haikou will continue to improve the level of electrification of vehicles in the public sector, continuously improve the green and low-carbon transportation system, and take the test of cultivating the new energy vehicle industry and strengthening new quality productive forces.
